Jiro laid his head on the table and listened as elders and members of the clan discussed the merits and potential dangers behind sharing the technique. Many were sure that the current Hokage Sarutobi Hiruzen would reward them nicely, but they were not sure whether it would be the clan or if it would be Jiro getting rewarded.Everyone present was aware of the crucial difference between rewarding the clan and rewarding Jiro. The clan needed to gain some sort of ally in some form whether it be from the citizens, other clans, or the Hokage himself. If Jiro was rewarded, the clan would not be able to gain any allies from the Hokage. Having some sort of beneficial relationship with the Hokage was necessary especially after the death of Kagami Uchiha who was a dear friend of the Sandaime.
If the technique was shared with only a certain number of clans, then the other clans would not be happy at being left out either. On the other hand, the clans who get the technique from the Uchiha would most likely become strong allies.
After hearing the merits and consequences behind taking each action, half of the clan elders decided to not share with the Hokage, but the other half of the clan elders as well as all the influential members of the newer generation decided to share the technique with the Hokage. The older generation were well aware of how the Uchiha were not seen positiviely, but they were too prideful to address the issue with a compromise. The younger generation were willing to compromise to gain the support of the Hokage.
Jiro listened as the final details of the trade were being made. The Hokage would receive a potentially S-rank technique and he would allow for the Uchiha clan to expand their merchants into more of the citizen"s territory. The clan hoped to gain more positive recognition by interacting with the civilians more often in a friendly manner instead of being the strict police force watching over them.
With the meeting adjourned, Jiro got ready to use the body flicker technique to quickly go back home when he noticed that many elders did not use any techniques to go back home faster. Fugaku also prepared to use the body flicker technique instead of beginning to walk back to his house with Junichiro and Akane because many elders also wanted to talk to the clan head and his wife about issues related to the citizens of the Uchiha clan.
Sarutobi Hiruzen scrutinized the piece of paper in front of him with a contemplative look in his eye. The stress of having to deal with excess paperwork as well as living through the First Shin.o.bi War showed itself in the form of a constantly haggard look on the face of the Sandaime. The paper given to the Sandaime by Junichiro detailed a potentially powerful technique. The body refining technique would be given to the Hokage for the village to use and in exchange, the Uchiha would be able to expand their business of selling ninja tools.
Sarutobi eventually decided to ponder over the issue with his former comrades in war time Danzo, Homura, and Koharu. They were fine with allowing the Uchiha to expand except for Danzo who feared the potential return of a second Madara Uchiha. So Sarutobi accepted the proposal disregarding Danzo"s complaint that letting the Uchiha gain significant sway over the civilians was a bad idea.
Junichiro came to the front of his house where many elders were waiting in antic.i.p.ation. One of the younger elders walked forward and asked the question in everyone"s mind:
"So, did Hokage-sama accept our proposal?"
Junichiro allowed a wide grin to fill his face as he triumphantly announced that their proposal was accepted by the Hokage. The rest of the elders also cheered in response momentarily lightening up the usually quiet compound.
Sarutobi decided to immediately implement the body refining technique into the academy training course. Unfortunately, a rather large problem came up: the chakra control and amount of chakra required to utilize the body refining technique to it"s full potential was larger than expected for a majority of civilians training to become shin.o.bi. Another problem that came up as the technique was implemented was the time for it to be used.
Taijutsu training was three days out of the five days at the academy, but the technique would leave the future shin.o.bi unable to train their real life combat skills adequately during the academy days available unless some compromise was made.The head of the academy came to a decision with the help of Sarutobi. On the friday before the students gets dismissed, everyone would practice the technique.
Those who were incapable would train in chakra control as well as chakra quant.i.ty by practicing the leaf control technique where a leaf would be stuck on the body of the pract.i.tioner as they would regulate their chakra to keep it stuck on their body. After those practices were put into place, many students within the academy began to rue the day when friday rolled around as they did not want to be subject to the pain of the body refining technique.
